Jumlah kejahatan seksual dari tahun ke tahun terus mengalami peningkatan. Tahun 2012 mencapai 18.000. Menurut data Komnas Perlindungan Anak pada 2013, sebanyak 3.339 kasus kekerasan anak. 58% dari laporan tersebut merupakan kejahatan seksual.

Komisi Perlindungan Anak Indonesia (KPAI) mencatan dari tahun 2011-2014 kejahatan seksual kepada anak berkumlah 2.124 terdiri atas pemerkosaan, kekerasan seksual, pedofilia, dan pelecehan seksual.

Komisioner Bidang Kesehatan dan NAPZA Komisi Perlindungan Anak Indonesia (KPAI) Titik Haryati menyampaikan itu saat menjadi nara sumber Seminar Nasional “Pelecehan Seksual dan Kekerasan pada Siswa (Strategi dan Penanganannya)”, Selasa (11/11) di Hotel Grasia Semarang. Kusnarta Kurniawan MPd Kons Sekretaris Jurusan Bimbingan Konseling FIP sebagai moderator.

Titik Haryati mengemukakan, kejahatan seksual dapat terjadi diberbagai tempat diantaranya di dalam keluaraga, di sekolah, di masyarakat, dan di dalam transportasi. Kegiatan yang diselenggarakan Jurusan Bimbingan dan Konseling Fakultas Ilmu Pendidikan Unnes itu diikuti ratusan orang dari kalangan mahasiswa, guru, dan pemerhati pendidikan.

Menurut Titik Haryati , setiap anak dilindungi oleh undang-undang. Pasal 3 UU No 23 2002 tentang Perlindungan Anak yakni setiap anak berhak memperoleh pelayanan kesehatan dan jaminan sosial sesuai dengan kebutuhan fisik, mental spiritual, dan sosial. Serta perubahan UU Nomor 35 tahun 2014 tentang perubahan atas UU No. 23 tahun 2002 pasal 59A.

“KPAI memandang pemerintah wajib memberi pendampingan bagi korban kekerasan dan pelecehan seksual untuk menghilangkan trauma. Korban harus diberikan rehabilitasi. Bagi Pelaku kejahatannya, harus dihukum mati atau seberat-beratnya agar ada efek jera.Penyidikan kasus juga harus membutuhkan konsistensi dan pelayanan profesional. Untuk penyembuhan psikis anak yang menjadi korban, perlu peran konselor dalam memberikan rehabilitasi,” katanya.

Ketua Umum Pengurus Besar Asosiasi Bimbingan dan Konseling Indonesia Prof Dr Mungin Eddy Wibowo MPd Kons menyampaikan, masalah kekerasan dan pelecehan seksual pada anak merupakan masalah kita bersama. Untuk itu perlu perhatian dan penanganan bersama secara serius oleh para pendidik baik di sekolah, di rumah, dan di lingkungan masyarakat.

Efek jangka panjangnya korban cenderung mengalami masalah kesehatan mental tingkat tinggi, diantaranya depresi, gangguan kecemasan, penyalah gunaan obat-obatan, disfungsi seksual hingga kesulitan dalam hubungan interpersonal. Bahkan pada kasus tertentu juga memacu keinginan untuk melakukan percobaan bunuh diri, kata Prof Mungin Kons yang juga Guru Besar Bimbingan dan Konseling Unnes.

“Disinilah peran konselor di sekolah (guru bimbingan dan konseling) sangat besar. Serta bekerjasama dengan guru mata pelajaran untuk menghasilakan yang optimal,” tegas Prof Mungin.
